Employment and Social Affairs

CSES has carried out many pieces of work in the area of employment and social affairs. We have a strong background in labour market economics and social inclusion issues, as well as experience of social affairs and of the Social OMC. Moreover, we have carried out a significant amount of work for the European Commission’s DG Employment, Social Affairs and Equal Opportunities in the area of equality and diversity (see relevant page). Examples of our work in the area of employment and social affairs include:
  • Evaluation of Financial Instruments in support of European Social Dialogue - in this study for DG EMPL, CSES examined the results and impacts achieved through a portfolio of 950 projects carried out by social partners from EU25 member states. A number of recommendations were made as to how measures to promote social dialogue might be improved in future.
  • Ex-ante evaluation of the Lithuanian Human Resource Development Operational Programme – the CSES team carried out an assessment of the labour market baseline situation at national and regional level, and an analysis of the specific labour market needs of particular groups such as younger and older workers, the disabled, etc. Advice was also provided on appropriate ESF measures to address structural labour market issues, including skills shortages in particular areas
  • Review of Methods for Evaluating Structural Fund Employment Effects - in the study for DG REGIO, CSES estimated the employment effects of the Structural Funds and identified the scope for improved practices in quantifying such effects in the 2007-2013 period.
  • Mid-Term Evaluation of the European Action Plan 2003-2010 on Equal Opportunities for People with Disabilities – as part of this study, CSES provided a detailed assessment of EU and national policies in the fields of employment and social protection and social inclusion.
  • Assignments for the European Agency for Safety & Health at Work (EU-OSHA) - CSES has carried out a number of studies for the Agency since 2004. Links to evaluations carried out by CSES for EU-OSHA are available here .
